SALIM TAKLA

Salim Takla participated in Lebanon’s independence and in shaping Lebanon’s political features, especially in its diplomatic relations with the outside world. He believed that securing Lebanon’s independence lies in keeping it away from the Arab and East blocs.

 

Salim takla was a part of the Lebanese government that struggled to amend the provisions of the constitution and to abolish the French Mandate. The parliamentary session held on the 8th of November 1943, which approved the amendment of the Lebanese constitution, became an important turning point in the Lebanese contemporary History.

 

On November 10, 1943, Helleu decided to cancel the amendment of the constitution, dissolve the parliament and suspend the Lebanese constitution. He arrested the president of the republic, the government and the ministers, Salim Takla, Camille Chamoun, Abdel hamid Karame, and Adel Oussairan, who were left in the Rashaya Citadel. Habib Shahla  and the prince “Majid Arslan” chose the village of Bchamoun as the seat of their government, while the mandate authorities in negotiations with the presidents  ”Khoury” and El Solh” which  conducted to grant Lebanon independence on November 22 1943.

 

Mr. “Salim Takla” founded the Lebanese diplomatic policy and its foreign one. It relies on a compromise between the West and the East, and takes into account Lebanon’s internal balances and its pluralistic composition. He worked with the help of the presidents Khoury and El Solh to ensure that the final charter of the Arab League guarantees Lebanon’s independence and territorial integrity by including the following text: “The Arab countries represented in the Preparatory Committee collectively respect the independence and sovereignty of Lebanon”.

 

Salim Takla was elected deputy for the first time from October 29th  1937 till September 21st, 1939. Mr. Salim Takla was minister of public works from 30 October 1937 till 13 january 1938. Salim Takla was assigned to the foreign ministry along with the ministry of works in the government of Khaled Shahab, which was formed on march 21st,1938 and ended on November 1st,1938. Then strengthened political positions during the era of president Mr.”Bechara Al-Khoury” and continued as minister of public and foreign works in the government of Riad Solh working from September 25th,1943 till july 2nd, 1944, when Riad Solh assigned him the ministries of works and foreign affairs july 3rd,1994 till January 9th,1945.

 

Salim takla died on January 11th, 1945. He was the minister of foreign affairs and justice in the government of Abdelhamid Karami, and a deputy in the council who was elected on September 21st, 1943, till April 7th,1947. Some may be surprised to say that the late Salim Takla, who had held administrative and ministerial positions for twenty years, died poor.
